Note that the name of the lock written on the panel is Ecluse de Salelles.  Also note the name of the next lock, Ecluse du Gaillousty.  On the panel at the next lock this name is spelled differently.  Similarly, the name of the village is Salleles d'Aude, also spelled differently as on the panel.  So maybe the person who made this particular panel was not very good at spelling?
